Parks and Trails Master Planning

Cleary Lake Park Master Plan Update

The master plan for Cleary Lake Regional Park will be updated in 2012. This Scott County-Three Rivers Park District Partnership project is expected to take nine to twelve months. A Design Team consisting of residents and staff from Scott County and Three Rivers Park District will identify a vision for the park, its regional role, opportunities, solutions to park challenges, new amenities and facilities, and ultimately an updated development concept for the park. This comes on the heels of a 2010-2011 Scott County effort through which five park and trail master plans were prepared, including plans for Cedar Lake Farm and Doyle-Kennefick Regional Parks, Blakeley Bluffs Regional Park Reserve, Scott County West Trail and Spring Lake Trail.

Background

In preparation for the development of Scott County’s regional park and trail system, the Parks and Trails Department began a major master planning process in 2010 to determine the short- and long-term development plans for three regional parks and two regional trail corridors. The completion of these plans increases external funding opportunities for regional park and trail improvements.  Final master plan documents for individual parks and trails are available on the right hand side of the page.

Public Process

The Scott County Parks & Trails master planning process was developed with a grass-roots decision making framework that considers system-wide and public policy needs, ensuring the needs and realities of today are balanced with a vision towards future generations. Concept designs were developed under the guidance of the Citizen Design Team, a 45-member group of Scott County residents and park users.

Over 400 residents particpated in workshops, open houses, and on-site tours to provide input on the master plans.  Feedback from these events were used by the Citizens Design Team and consultants to prepare park and trail concept designs. Results from the policy workshops are available below.

Scott County is a regional park implementing agency of the Twin Cities Metropolitan Area. Funding for Scott County’s regional parks and trails master planning has been provided through a grant received under the Minnesota Clean Water, Land, and Legacy Act, in which 14.25% of the funds generated from the 3/8% increase in the state sales tax will provide funding for regional and state parks and trails.
