TRANSFER OF DEVELOPMENT RIGHTS EVALUATION STUDY
TDR Forum - October 2010
Scott County hosted a forum on TDR with a number of stakeholder groups including Township/City representatives, Board of Commissioners, Planning Advisory Commission, Parks Commission, Scott WMO Planning Commission, Scott SWCD Board, Metropolitan Council, and the Farm Advisory Task Force. Approximately forty people attended the event to learn more about TDR programs in nearby counties and discuss potential options for creating a TDR program in Scott County. Below are the handouts from the forum. Participants of the forum are invited to complete the feedback form listed below and return it to the Planning Department.
TDR Evaluation Process
The Land Use & Growth Management Chapter of the 2030 Plan identified a transfer of development rights (TDR) program as a key strategy to implement the Plan’s goals and policies for open space preservation. In anticipation of this work item, Scott County submitted and received a $25,000 grant from the Minnesota Department of Natural Resources Community Conservation Assistance program in 2010.
Transfer of development rights (TDR) is a land use tool used to provide incentives for the preservation of land by allowing growth to be moved to areas more conducive for development. TDR is more common in eastern and western states, but programs do exist in nearby counties such as Rice and Blue Earth.
The MN/DNR grant will fund a planning process to a) engage stakeholders and b) develop a TDR program in an open process that will enable the County to more effectively manage residential growth and strategically preserve open space in rural Scott County. The final deliverables will consist of a Draft TDR Ordinance and Zoning Map to be presented to the Board of Commissioners for consideration and adoption into the existing Scott County Zoning Ordinance. Anticipated timeline to complete this project is spring 2011.
We are very excited to have received this grant and thank the DNR for their support in exploring innovative ways to protect Scott County’s unique qualities while maintaining the rights of property owners.
