Comp Plan Amendments
The Board of Commissioners adopted minor amendments to the 2030 Comprehensive Plan on October 25, 2011. These amendments primarily provided summaries for previous transportation studies and included updates based on changes to the regional transportation plan. The amendments and entire 2030 Comp Plan can be viewed on the 2030 Plan Document page.
PUD/Public Values Incentive Program
A major implementation strategy of the 2030 Comp Plan was the creation of a new, more flexible development track. With the adoption of the Planned Unit Development (PUD) Ordinance, applications and development review meetings are now being accepted for the voluntary Public Values Incentive Program. Scott County was the fastest-growing county in Minnesota and one of the fastest growing counties in the United States during the last decade. From 2000 to 2010, the County’s population increased by 45 percent. In 2010, the County’s estimated population was 129,928. |

The Twin Cities metropolitan area (shown in green on the map) is expected to continue growing in the future. Scott County is projected to reach a population of 221,770 residents by 2030. With growth comes a multitude of issues, which local officials must manage in order to maintain the desirability of Scott County communities. |
