Project Summary
In 2005, Scott County received a grant of federal highway safety money to upgrade the intersection of McColl Drive (County Highway 16) at Lynn Ave/Glendale Road. In the years leading up to 2005, the intersection had experienced numerous crashes involving left turns, including two fatal crashes. The proposed project would widen the intersection to provide medians and left turn lanes, and reconstruct the traffic signal to provide exclusive left turn phasing (green arrow) from all directions. To safely accommodate this widening would require reconstruction of approximately 1/2 mile of County Highway 16 and would likely require property acquisition. Furthermore, the change in signal phasing would significantly increase the overall intersection delay.
At the time of the application, two-lane roundabouts were not an allowable option. However, such roundabouts are now allowed and being constructed around the state. Constructing a two-lane roundabout at this intersection has the potential to reduce overall intersection delay, reduce or eliminate the need for property acquisition, and may serve traffic needs further into the future than a signal would. However, it could increase noise and up-front costs.
If a roundabout is determined to be the preferred option, the County must request a change in project scope to the Metropolitan Council. Once this approval is received, detailed design could begin. If a roundabout is not determined to be the preferred option, the signal project would continue as originally proposed.
