Do I Need Driveway Permit?

HIGHWAY PERMITS

As of May 6, 2003 the Scott County Board of Commissioners approved Ordinance No. 22, Management of the Right-of-Way.
All permits along with the fees are regulated through this ordinance.

On December 23, 2008 the Scott County Board of Commissioners adopted a new permit fee schedule. In accordance with State Statue these new fees reflect the actual costs of managing the permit process and field inspections. In addition Scott County is also now charging for One-time and Annual Moving Permits. Also, there has been a change made to our Utility Permit. Utility Permits now are good for up to 1 mile of work. An additional fee of $75.00 is required for each additional mile of work. Please download an updated permit form, which reflects the recent changes when submitting applications. Permit applications received on the old forms could delay processing.

The following permits are available through the Scott County Public Works Highway Department:

     

Residential / Field Access

 

A Residential/Field Access Permit is required for all new or reconstructed residential driveways or field approaches, or when driveway use is changing For example, if a lot is split and an additional residence will now use the same access.

Commercial/Street Access

 

A Commercial/Street Access Permit is required for all new or reconstructed commercial or street accesses, or if the land use is being changed for an existing access.

Utility Permit

 

A Utility Permit is required for any construction being performed within the County Right-of-Way. This requirement may be waived if the work is covered by another permit listed on this page. For example, constructing a new driveway access will not require a utility permit; the construction would be regulated through the access permit. Utility Permits are now good for up to 1 mile of work. An additional fee of $75.00 is required for each additional mile of work.

     

Excavating / Grading

 

An Excavating/Grading Permit is required for any construction being performed within the County Right-of-Way. This requirement may be waived if the work is covered by another permit listed on this page. For example, constructing a new driveway access will not require an Excavating/Grading permit; the grading would be regulated through the access permit.

     

Obstruction

 

An Obstruction Permit is required for any obstructions affecting the traveling public on the County Road Systems during any construction being performed within the County Right-of-Way. Usually this applies to lane closures.

     

Landscaping

 

A Landscaping Permit is required for any landscaping in the County Right-of-Way.

     

Moving

 

A Moving Permit is required for any vehicle or trailer using County Roads exceeding any of the following dimensions:

 

Width:

8.5 feet

 

Height:

13.5 feet

 

Length:

Motor vehicle – 40 feet

   

Truck crane – 48 feet

   

Motor vehicle – 40 feet

   

Semi trailer – 48 feet

   

2 vehicles – 65 feet

     

Annual Moving

 

An Annual Moving Permit may be used for all moves on County Roads within the following dimensions. All moves exceeding these dimensions require a separate moving permit.

 

Width:

14.5 feet

 

Height:

14 feet

 

Length:

85 feet

NOTE: These permits are for County Roads ONLY. Separate permits may be required for local and state roadways. You may obtain a copy of these permit applications by printing out the PDF version at each link. Moving permits are accepted via fax at 952-496-8365. All other permits require signed originals and are not accepted via fax.
