American Rescue Plan Act (ARPA)
The American Rescue Plan Act (ARPA) was passed by the Federal Government in March 2021 to provide support to state, local, and tribal governments in responding to the impact of COVID-19 on communities, residents, and businesses. Scott County has been allocated $28.9 million that must be either spent or obligated by Dec. 31, 2024. Obligated funds must be spent by Dec. 31, 2026.
Eligible uses for the ARPA funds include:
- Support public health response to the COVID-19 pandemic
- Address negative economic impacts caused by the pandemic on households, small business, and non-profits
- Providing premium pay to essential workers
- Replace public sector revenue loss
- Investments in water, sewer, and broadband infrastructure
Scott County will utilize these ARPA funds through an open and transparent process that aligns funding requirements with the County Board’s Strategic Plan. In addition to utilizing these funds to respond to impacts created due to the pandemic, opportunities are being explored to develop projects that benefit the entire community including those in need, provide long-lasting outcomes, and minimize on-going funding commitments. Topics being explored include housing, utilities/infrastructure, mental health, family support services, and advancing planned park improvements.
Approximately $4.5 Million has been committed to respond to court backlogs, community corrections re-entry housing, tourism, and staff time in direct response to the COVID-19 pandemic.
Several projects are currently being evaluated to utilize ARPA funds that match eligibility requirements and align with the County Board’s Strategic Plan. More detailed information will be added as projects are approved.
